And (remembering that 2 blocks == 1KB!) the VMS072.x sets should all
fit on one tape.  It's a tight squeeze, approx 170000 blocks on a 180000
block tape.  Hopefully there is no serious overhead in the tape format.

Sounds like a plan.  The machine only has one RA70 (approx 270MB) disk, so
it might be a bit of a squeeze.

I'd also prefer to wipe the disk and do a clean install.  Now, I can use
my standalone backup tape to copy the kit from TK50 to the disk, but how do
I first INIT the disk from STABACKUP?

The TLZ04 is a first generation DAT drive. It doesn't support compression.
It only supports 60 meter tapes. Don't use longer ones, you might not get them back.

   I typically prefer to use "limited" modem control, and not the "full"   modem control.
  
   Set the OpenVMS host serial port as SET TERMINAL/MODEM/PERMANENT in   SYSTARTUP*.COM.  And
 /AUTOBAUD, if appropriate.

I've got some Plextor 12x-20 or something like that drives, and they work well. 
Seen many people claim the Plextor drives work well in VMS systems.  Same on the
Seagate drive.  Try a 'real' VMS distribution CD.
